Small disclaimer: the ghouls in my campaign are Lovecraftian ghouls. Eaters of the dead. I think they add more to the campaign that way -- and if you're not convinced I can only suggest that you read Delta Green) He's not quite a ghoul ... yet. Although he looks like one: dishevelled, ugly, bald, pale eyes. His teeth are filed. But, if you are quite civilized in your discourse with him (and he has recently eaten) you might be able to wrangle some secrets from the dead from him.
You see, he is not a ghoul, but he's quite accepted by them. They see him as a messianic figure, and he provides for them (as he can walk in the daylight, and they can not). In exchange they tell him the stories the dead tell them when the ghouls devour their flesh.

- He came into the possession of a cursed artifact.
- His father disappeared. His grandfather disappeared. They all run ghoul cults now.
- The ritual he did to contact his dead father went wrong.
- He was cursed by one of the people he wronged.
- A guardsman with a penchant for violence and an obsession for the wife of his superior officer.
- A merchant who cheated both his clients and his competitors.
- A butcher who saved the town from both famine and the overwhelming mass of bodies during the plague.
- A necrophiliac undertaker.
